Council awards Catherine Street reconstruction contract and approves AV streaming renewal

Staff recommended awarding the Catherine Street Reconstruction Phase 2 contract (Elm to Spruce) to Stark Excavating of Bloomington, Illinois, as the low bidder at $1,779,436.30. Alderperson McIntyre moved to approve the award and Alderperson Blundy seconded; the council voted to approve the contract.
Separately, the council approved a renewal with BNCO for audiovisual and livestreaming support of council meetings. The renewed proposal retains the existing scope but adds overtime charges of $150 per hour for meetings exceeding two hours and a $750 fee for three‑hour sessions held outside the regular meeting schedule; staff said $25,000 has been budgeted for AV support. Council members confirmed the audiovisual equipment is owned by the city and that Pearl Technologies originally supplied it.
Alderperson McIntyre praised the streaming and YouTube channel, noting community members benefit from recorded meetings. Council members also discussed remote attendance and said tests indicate the remote option is functioning and will be available for future meetings.
What’s next: Stark Excavating is expected to proceed with the Catherine Street project under the awarded contract; the city will continue AV services under the renewed BNCO contract and will bill additional meeting time as outlined in the renewal.
