At the meeting trustees approved the $150,400 professional services contract after a brief clarification: an earlier misstated figure was corrected on the record to $150,400 for design services. Board members asked about potential Illinois Environmental Protection Agency (IEPA) "bypass" funding, which staff said is typically announced in January and requires plans to be 80–90% complete to be eligible. Staff said the village requested $12 million for the construction phase and aims to have "shelf‑ready" plans whether or not the bypass award arrives this cycle.
Trustees pressed staff on funding contingencies and were told that if bypass funding does not materialize this year, the village will have completed designs prepared to pursue funding the following year. The motion passed by roll call.
Next steps include completing the design documents to the IEPA readiness level and coordinating grant/funding applications.
