Daycare operator says Broadview center was shut after neighboring building violations; mayor says state licensing needed

Constance Delane, who identified herself as owner of God’s Little Gifts Christian Daycare at 2000–204 South 17th Avenue in Broadview, told the village board the daycare was shut down Oct. 29 after violations tied to a neighboring apartment building were placed on her daycare and reported to DCFS, leaving her without income and facing foreclosure.
“I am now out of business. My home, my rental property, and my commercial space is in foreclosure,” Delane said, adding that she had repeatedly contacted building officials and the fire inspector to correct the address of violations and had not received timely follow-up.
Delane told trustees she complied with requests from the building department but that she was later told by a building official he had not said the daycare would be affected. “Seven months, no income, no answer, and I am drowning. I need resolve,” she said, asking the board to remove the violation so she could seek employment.
In the president’s report, Mayor Katrina Thompson said the village’s understanding is that Delane needed to submit a copy of her state daycare license to the building department. The mayor said the village issued permits and that Delane attended a safety-committee meeting where she reportedly said she intended to close the daycare and open a restaurant; the mayor said the village has not received the daycare license or a resubmission to the safety committee.
“As to the certificate of occupancy from the village, all you had to do was submit a copy of your license from the State of Illinois,” Thompson said, adding that the village is willing to host another safety-committee meeting once the required materials are submitted.
The mayor also said state involvement will be necessary to resolve licensing matters. The board did not take formal action on Delane’s request during the meeting; Mayor Thompson encouraged Delane to work with the state licensing agency and to reschedule a safety-committee meeting with the building department.
