The council voted unanimously (9–0) to adopt ordinance 723H, an amendment to Belvidere Municipal Code section 74‑221G2 that raises fines for fireworks‑related nuisance violations to a minimum of $750 and a maximum of $5,000 and directs courts to consider the amount and type of fireworks, any injury and prior violations when sentencing.
Council members also approved ordinance 724H, granting a special use to allow a daycare at 2170 Pearl Street within the planned office district. Alderwoman Frank said the applicant had indicated the state Department of Children and Family Services would set the facility’s final licensed capacity (the applicant referenced roughly 70 children); city planning staff recommended the special use in a committee memo included in the council packet.
On a separate vote the council adopted resolution 2025‑1 authorizing the mayor to execute a land dedication contract for Lot 3 MH subdivision related to the Dodge Lanes redevelopment; staff reported demolition permits had been sought and that building plan reviews for two restaurants (Chipotle and Starbucks) were under review.
The council approved a package of committee motions and contracts: a $2,500 city contribution for an Eagle Scout’s Santa’s House project; acceptance of a $5,000 Walmart grant and transfers to buy flock safety cameras and fund community CPR training; and several public‑works contracts subject to state approvals or funding sources, notably a $98,000.71 low bid from Rock Road Companies for the 2025 MFT street overlay program and a $195,950 low bid from Globe Construction for the city’s annual sidewalk program.
