Petersburg staff propose CIP amendments including $2M gym modernization and PHS auditorium updates

Assistant Superintendent of Operations Jay Martinez updated the board on the division’s adopted 2024–29 capital improvement plan and proposed several amendments and refined estimates.
Martinez said earlier internal estimates understated actual project costs and reviewed completed 2025 projects and planning-level estimates for 2026–29. He identified proposed amendments that staff recommend adding to the CIP for board consideration, including gymnasium, locker-room and weight-room modernization to address safety and ADA deficiency (estimated about $2 million), a new athletic scoreboard (~$125,000), PHS auditorium seating/technology modernization (~$330,000), and divisionwide asphalt and concrete repairs (a 2029 planning estimate of about $1.6 million for asphalt repairs).
Martinez emphasized the difference between unfunded planning entries and projects that will require detailed architectural and engineering specifications to produce reliable estimates. He added the practical reason for including projects on the CIP: having projects on the board-approved CIP positions the division to apply promptly for outside grants when funding opportunities arise.
Board members discussed master-planning options, phasing, and what items could be amended now versus left for a future CIP update. Martinez said the current CIP amendments are being introduced for board consideration and will be returned for formal adoption once the board has had a chance to refine priorities and identify funding sources.
