Lynchburg EDA approves estoppel for Jefferson Ridge property and grants access for Peaks to Creeks trail survey

At its March 19 meeting the Economic Development Authority approved several routine property and access items.
The authority voted to approve an estoppel certificate for 314 Jefferson Ridge Parkway, confirming on the record that protective covenants recorded in November 1996 remain in force and that the EDA is not aware of violations; staff said executing the certificate will clean title and facilitate the pending sale to MIG Lynchberg Ventures LLC.
Staff also notified the board that Delta Star’s road improvements had been inspected by the city and that $250,000 of encumbered road/water/sewer funds would be released, reducing the EDA’s encumbrance for that project.
Separately, the board authorized VOTE to enter EDA parcels for preliminary engineering and feasibility work tied to the Peaks to Creeks trail between Peaks View Park and adjacent property. Staff described the work (boundary and topography surveys, utility location, soil borings and geotechnical investigation), said crews would be small and intermittent, and provided an April 6–July 3 work window; the board voted to grant permission.
Other routine business included approval of the Feb. 19 meeting minutes and staff reports on enterprise zone renewal, Wigington Road due diligence and site planning for Sites A and B.
The meeting adjourned after the items were completed.
