Policy committee cleans up governance language, asks solicitor to review several edits

The Keystone Central School District policy committee spent substantial time on housekeeping and governance updates March 11, sending several items back for legal review before returning them to the committee in April.
Members discussed Policy 915 (relations with PTO/boosters), noting draft booster bylaws and that an existing district policy requires booster/PTO presence on the KCSD website. "I found it in a separate policy ... it does say shall have a presence on the KCSD web page," a member said; the presenter agreed to email the citation for insertion into Policy 915's legal references.
The committee also reviewed organizational language in O5, questioned who should 'call to order' the December organizational meeting (legislation references a holdover member rather than the outgoing president), and flagged a statutory clause about secretary compensation that appeared in a redlined draft. Because an incorrect attachment had been circulated, the committee placed O5 on hold until corrected materials are provided.
Several board members urged solicitor David Lindsay to vet portions of Policy 006 (meetings) and related cross-references, especially provisions that may reflect pre-COVID statutory language about physical presence for quorum. "I think that's an important part. Yeah," one member said about solicitor review; the group agreed to pause final action until counsel confirms which statutory provisions still apply.
On procedural items, the committee voted by voice to add agenda item 0002 to the meeting (motion moved, seconded and approved by voice) and moved Policy 915 to first reading pending solicitor feedback. Most edits discussed were technical text cleanups or realignments of bullets; the committee requested corrected attachments and asked staff to circulate updated drafts before the April meeting.
