On the front door, staff presented existing photos of the original door (which had been fire damaged), and the petitioner said the replacement would match the original’s size, glazing and finish. Commissioners discussed hardware and hinge placement and approved the door with the understanding that if different hardware is chosen it must be returned for review.
On windows, the petitioner requested a certificate of hardship to keep unauthorized Vinyl Max (Eclipse series) windows installed after the 2022 fire, citing high replacement costs and that the family could not afford replacements. Commissioners raised process concerns: staff could not find documentation that clearly communicated a prior denial of windows, and one commissioner noted hardship guidelines typically exclude speculative investment properties. Given these open questions—whether the property’s ownership/use qualifies for hardship and the missing records—the commission voted to continue the windows request to the second April meeting to allow staff time to locate files and for commissioners to compare precedent approvals.
A member of the public, Gary White, commented that property owners should secure permits before making changes but said he supported the application in this case. The commission asked staff to prepare the earlier meeting records and to clarify what parts of prior applications had been approved or denied.
