Committee schedules witnesses for S157, debates work group scope and timeline for related bill 239

Members of the House Student Services committee used part of the April 2 session to confirm a witness window for S157 and to discuss planning and structure for a separate working group tied to bill 239.

"We do have a witness at 2:30," the chair said at the meeting’s start, and members later confirmed witness scheduling and asked staff (Lori) to coordinate names and dates. Esme, a committee member, praised DCF testimony earlier in the day and said it should inform work‑group planning: "The testimony was great this morning from DCF," she said, and urged the committee to ensure the work group has the right members and people with lived experience.

Members discussed how to focus the work group’s charge because the underlying statute is broad and complex. One committee member suggested giving the work group explicit guidelines and best‑practice framing so it can proceed efficiently. That member also urged caution about the timeline: "Starting a work group in August with the expectations of a report being provided in January … might be rushed," the member said, noting holidays and the breadth of the tasks (reviewing statutes, DCF rules, stakeholder feedback and cross‑state research).

To balance timeliness and thoroughness, members proposed an interim presentation to the committee in January or February and a later final report, and they asked colleagues to submit witness suggestions and potential work group participants to Lori within about a week so scheduling could proceed.

Next steps: The committee will hear the scheduled witness for S157 at the announced time, solicit recommended members and witnesses for the 239 work group, and consider an expanded timeline and interim reporting schedule to avoid a rushed review. No formal votes or motions were taken at the meeting.
