Windsor Prospect Hill rehab approved after council-led sidewalk expansion raises costs

The town requested an additional $643,400 (about 38.5%), increasing the project from roughly $1,671,600 to about $2,315,000. The presenter said the biggest single driver was the town council’s direction to widen the planned sidewalk from 5 feet to 6 feet, which increased quantities and related driveway work.
The town design engineer also recommended pedestrian-safety improvements (marked crosswalk and signage) that added approximately $45,000. Additional increases were attributed to pavement, drainage, and traffic enforcement costs, combined with higher unit prices during design.
Committee members asked about public comment and snow-plow burdens associated with wider sidewalks; the presenter and another participant said there had been public information and concern that sidewalk maintenance (plowing) would fall to adjacent property owners or, in some cases, be assumed by public works depending on town policy. Despite those concerns, the committee approved the requested funding increase to proceed with the rehabilitation and expanded sidewalk dimensions.
Staff will update project records and note that council direction increased the sidewalk width and overall cost.
