Nick Coggins of the county planning commission briefed the board March 17 on a transportation improvement district (TID) application to construct the Champion 23 bridge and an intersection improvement adjacent to the new Mercy Health freestanding emergency room.
Nick said the current working project estimate is about $750,000; the T‑grant program pays up to $500,000, leaving a local gap. Based on verbal and one written commitment from local businesses and foundations, Nick estimated roughly $100,000 remained uncommitted and asked commissioners to consider dedicating an amount to close that gap. He suggested a secure local match of $250,000 would present stronger secured funding for the competitive grant.
Gary Schaefer of the engineer's office cautioned that $750,000 is a current estimate pending a formal engineer's estimate that was due later that week; the engineers’ estimate will be the attachment included in the grant submission and could adjust the total project cost up or down.
Commissioners discussed applying funds returned from a prior under‑budgeted project and using other funding sources if available. No binding commitment was recorded during the workshop; staff were authorized to pursue the grant and return with the formal engineer estimate and recommended match language.
