County moves quickly on $1.75 million jail roof grant; asbestos abatement and contingencies remain unresolved

County planning and facilities staff told commissioners March 17 that the sheriff’s office was awarded a $1.75 million state grant to replace the Tumbl/Trumbull County Justice Center roof and that staff prepared procurement documents so work can be completed this year.

Julie Green (planning) said ODRC told staff it is permissible to begin procurement before a signed grant agreement but not to execute a contract before the agreement is final. Commissioners were asked to authorize progressing the RFQ and to consider awarding the base and an alternate bid because combined bids were within allowable thresholds.

Daryl Dunigan of county facilities described the work as extensive: structural beams pass through to the basement and support the facade, and the project includes significant concrete and electrical work. Daryl reported that asbestos was discovered in the basement area around the beams and must be abated before major work proceeds.

Engineers and procurement staff discussed contingency and bid‑adjustment procedures. An initial contingency of $50,000 was cited and the budget includes an additional contingency line; staff said they expected two asbestos‑abatement quotes and would provide details next week. Commissioners emphasized the need to avoid entering contracts before the signed grant but agreed that early procurement activity could accelerate a time‑sensitive project.

No formal contract award was finalized in the workshop; staff recommended awarding to the lowest responsive responsible bidder once procurement closes and funds and abatement quotes are reconciled.
