The Village of Rhinebeck Board of Trustees voted March 10 to adopt a resolution authorizing a local law that would permit the village to override New York State’s tax-levy limit for its 2026–27 budget.
Trustees who supported the measure said the authorization is a procedural step to protect flexibility while the mayor’s proposed budget is prepared and debated, not an immediate decision to raise taxes. One trustee explicitly registered opposition during the roll call.
Trustees opened a public hearing and discussed why the override authorization can be necessary. A board member summarized the usual rationale: without the option to override, officials could be forced to make steep service cuts late in the budget cycle if costs (health insurance and other fixed expenses) rise faster than the statutory levy allowance. Board members noted the state law — adopted broadly in 2012 to limit municipal levy increases — allows certain budget-year exceptions and that state rules can adjust the effective levy allowance in some years.
The board debated the motion, emphasizing that authorizing an override does not mean the village will raise property tax bills. “This absolutely does not mean that we will,” a trustee said during the discussion, adding that the real decisions will occur during the budget hearings when specific spending and revenue proposals are considered.
The resolution text introduced at the meeting cites a local-law mechanism to override the levy limit and records that a public hearing was held at Village Hall; board members then moved to adopt the resolution authorizing the village to override the tax-levy limit for budgetary flexibility in 2026–27. A roll-call vote followed; the motion carried with at least one recorded opposition.
The board reiterated that there will be a separate public review of the mayor’s proposed budget and that voters and residents will have opportunities to attend budget workshops and hearings before any final tax decisions are adopted.
What happens next: the authorization gives the board the option to propose a levy in excess of the statutory guideline during the budget process; any final increase would be reflected in the proposed budget and subject to public hearings and approvals later this spring.
