Pontiac council approves park upgrades and downtown placemaking work using SEMCOG, ARPA and DNR funding

Pontiac City Council voted Tuesday to advance multiple parks and downtown placemaking initiatives, using a combination of ARPA, SEMCOG and DNR funding to move projects into construction and design phases.
Neighborhood parks: Council authorized a professional services agreement for construction‑phase inspection and related engineering services for ARPA‑funded neighborhood park improvements. Administration said projects include Art Dunlap Park, Indian Village Park, Cherry Lawn and North Kowanis and that plans and buildout are expected to be completed in time for summer construction.
Downtown placemaking: Council approved a grant‑funded contract with GIMA (GIMA Studio) for placemaking planning in downtown Pontiac. The scope will cover alley activation, connections to the Clinton River Trail and strategies to activate newly redeveloped parcels and the courthouse area. SEMCOG provided grant funding for the planning effort.
Galloway Lake funding: Council accepted an additional $50,000 award that increases the DNR Spark grant for Galloway Lake Park improvements, enabling added scope (courts, clearing and demolition) and improving the likelihood of project completion within grant deadlines.
Why it matters: The package of approvals aims to accelerate visible neighborhood improvements and to create coordinated public‑space strategies that align with larger downtown redevelopment projects. Parks staff said they will circulate design materials and provide regular updates to council during construction.
