Porter County council approves $300,000 appropriation to begin Microsoft 365 migration after cost questions

The Porter County council voted to approve an additional $300,000 appropriation to fund the county’s migration to Microsoft 365 and associated licensing changes after a presentation by Director Lee Childers of Information Technology Services.

Childers said the county had operated an in-house email server but recent licensing changes require a subscription model. He explained that the appropriation would cover migration expenses and licensing while staff transition to Microsoft 365. Council members asked whether multi-year pricing options had been considered and whether the migration could be executed at a lower one-time cost.

Members pressed for specifics. Early meeting remarks referenced a $300,000 total appropriation with an itemized annual cost described in discussion as $75,000; later in the meeting county staff clarified that the recurring annual Microsoft Office cost would be about $223,635 and that the migration cost was approximately $54,150. The council approved the appropriation to move forward with the migration effort.

Council members said they will seek alternative funding sources in future budget cycles and requested clearer multi-year cost comparisons before further recurring expenditures are committed. Several members emphasized the sensitivity of the county’s email systems and the need to avoid migration errors that could disrupt operations.

The appropriation was approved by roll call. County staff said they will return with additional details on long-term licensing costs and funding options.
