The Pike County Fiscal Court acknowledged receipt of the jail proposed budget for the 2027 fiscal year and approved awarding procurement bids for dumpsters and roll-off containers.
Treasury/staff noted that the jail’s expenses for payroll, food and medical are expected to be higher next year but that the jail budget includes revenue from federal inmates. During discussion Frank (staff) said the transfer-in figure in the draft budget was reported as "a million 62,780 dollars," and another speaker described budgeting "about $500,000 a month" for federal inmate revenue, noting the number "fluctuates with the number of inmates." Officials characterized those revenue lines as helping to offset operating costs but said the jail still required a transfer of roughly $1.3 million to balance the budget in the current presentation.
On procurement, Greg reported two bidders for bid 05-2026 (Gonzales Industries of Fort Wayne, Indiana, and Baker Equipment of Lenoir, North Carolina) and recommended awarding to both vendors: Gonzales for American-made dumpsters and Baker for open-top roll-offs. The court approved the award by roll call.
Staff described an immediate purchase plan to assemble full freight loads and avoid higher per-unit shipping costs: planned orders and freight estimates included $34,869 for a Gonzales load (Americ/Gonzales dumpsters) and $52,073 for Baker Equipment loads, for a combined outlay of about $86,000 to restock dumpsters and roll-offs from capital funds. Officials said the items are revenue generators for solid waste operations and that the purchases were included in the capital plan.
The court approved the procurement and acknowledged the budget and expenditures by roll call.
