Council approves sale of small city parcel to KB Homes for Nutmeg/City Vista development

Snyder explained the California Surplus Land Act’s affordable housing prioritization but said the Act exempts former street, roadway or easement conveyances to the adjacent owner — a determination HCD confirmed in writing on March 6, 2026. Staff also received utility confirmations that no facilities occupy the parcel. Council closed the public hearing, heard no public testimony in opposition, and approved resolution 2026-18 to authorize the sale and execute required documents. The vote was recorded in the meeting as 5–0.
