Escondido proclaims week honoring Captain Elmer Royce Williams after Medal of Honor recognition

The proclamation recounts Williams’s November 18, 1952 aerial engagement, his return to the carrier despite severe aircraft damage, and notes that city leaders declared March 29–April 4, 2026 as Captain Royce Williams Week in Escondido.
Adrienne Cisnerero Salikman, representing County Supervisor Jim Desmond, presented a countywide proclamation and said the president’s Medal of Honor presentation on Feb. 24, 2026 ensured Williams’s story was “remembered but celebrated.” Ken Lounsbury of the Escondido Community Foundation announced the foundation will name Williams an honorary member and mount a bronze plaque on the foundation’s giving arch to commemorate his life of service.
The council and community members praised Williams as a hometown hero. No council action was required for the proclamations; the presentations concluded with a short recess and community recognition events, and council moved on to the evening agenda.
