At the same meeting the board approved three related motions: to pay the appraiser invoice for the water treatment plant appraisal, to allow staff member Jason to sign RD contract documents on the district’s behalf for an upcoming contractor signing, and to authorize GRW to explore purchase options on the Town Branch (referred to in materials as the C branch) property. The motions were moved, seconded and carried by voice vote.
GRW’s engineer described the Town Branch parcel as an 8‑acre site that sits "3 to 4 ft below the 100‑year flood" elevation but said, among the dozen parcels reviewed, it appears the most feasible pending regulatory steps. GRW said it has submitted two regulatory (RS) requests to the Corps of Engineers for two potential intake sites — Line Fork and Talon Branch — and is awaiting responses. The consultant recommended completing CORE/Division of Water approvals, finishing the PER and conducting geotechnical testing before the district executes any purchase; the board instead approved exploring an option agreement so the district can reserve the property pending those approvals.
