Service Director Chris Lytle told the committee the pipe — a deep, cast‑iron main under other utilities — failed last fall near 535 Spicer Street. Because the break required deep excavation and a confined repair (staff said a box had to be brought in), the city engaged Kenmore Construction without publicly advertising for bids to limit mobilization time. Lytle said the invoice has now been received and the ordinance would allow payment and formally ratify the emergency contracting action.
Committee members asked procedural questions about how residents report street problems and about winter repair methods; staff reiterated 311 as the first reporting channel, described premix use in winter and said crews prioritize the worst locations until hot‑mix asphalt is available for permanent restoration.
The ordinance was placed on the consent agenda for approval.
