County approves $278,200 engineering contract for shelter resiliency generator at AC Reynolds High School

Robert Brown outlined a shelter resiliency generator project intended to increase backup power at AC Reynolds High School to support emergency sheltering operations (gymnasiums, locker rooms, showers, kitchen/cafeteria and safe exterior lighting). He said the selected engineering firm (McGill and Associates PA) will provide design services for the first site and the contract amount for that site is $278,200, paid from previously authorized shelter resiliency generator project funds.
Brown noted the school site includes infrastructure benefits such as an existing backup fuel tank and that additional high schools may be considered for similar work as funding (for example HMGP and other grants) becomes available. He estimated 9–10 months from contract approval to advertisement for bids, allowing time for surveys, ground‑penetrating radar, review by Buncombe County Schools facilities staff, and permitting requirements.
The board approved the contract for execution by voice vote. Staff will return with design deliverables and a timeline for procurement and permitting.
