Shannon Lullard told the Madison County Planning Commission on March 18 that she has been grooming and boarding animals for many years and is seeking a special-use permit to build a 30-by-50 facility and continue boarding (maximum 30 animals) on a 59.136-acre A1 parcel on Good Hope Church Road (Tax Map 57-28).
Planning staff (Mr. Nichols) said the applicant had been operating informally and was now seeking to come into compliance with the county ordinance. Lullard described a primarily indoor facility with heating and air conditioning, concrete floors and separate areas for grooming and boarding; she said most customers are nearby neighbors and that she anticipated only modest growth and a desire to keep the business small and family-run.
Commissioners focused on three practical items: verifying septic and health-department documentation, ensuring the deed owner’s signature is on the application (the deed is held in the husband’s name), and drafting permit conditions that reflect the concept presented (for example, maximum 30 animals, indoor boarding, limited outside access with supervised, fenced yards to minimize nighttime barking). Lullard said she already spoke with neighbors and had two letters of support in the packet.
What happens next: staff will draft a special-use permit with recommended conditions and seek the husband’s signature on the application. The item will return for continued review and be scheduled for public hearing after staff completes the draft conditions and agency referrals (health department, site-plan review).
