Planning commission hears second workshop on Bellerrain LLC rezoning near Shelby Road

The Madison County Planning Commission on March 18 held a second workshop on an application from Bellerrain LLC to rezoning a portion of a 67.70-acre parcel on Shelby Road (Tax Map 56-5A) from A1 to a split designation of A1/R1 to allow future home sites on about 24 acres.
Planning staff member Mr. Nichols told the commission the request had been discussed at an earlier workshop and that the only outstanding follow-up was whether residences would need special setbacks from a nearby landfill or transfer station. He said the relevant administrative code requires new disposal units to be set back 200 feet from residences and that the subject parcel is well beyond that distance, making the setback question “a non-issue.”
Jen Hostetler, representing the applicant, said the proposed lots would be roughly a thousand feet across the road from the transfer station and described the project as an exploratory first step: “The first step was just to see, you know, would this be possible,” she said, adding that further well and septic testing would follow if the commission and board move the application forward.
Commission members asked about neighboring land uses and noted that some intervening parcels are already used residentially despite A1 zoning. Staff said those patterns support the proposal’s consistency with surrounding development. No public opposition appeared at the workshop.
What happens next: staff and the applicant will coordinate follow-up testing and the item will return with any additional findings at the public hearing stage.
