Planning commission reviews Cupertino health and safety update after evacuation study flags severe bottlenecks

Cupertino — The Planning Commission received a detailed study-session presentation March 9 on a draft update to the city’s Health and Safety Element, including major changes driven by recent state law and new wildfire mapping and evacuation analyses.
Eli Krispy of PlaceWorks told the commission the health and safety element is mandatory and now must account for climate change and evacuation planning under state laws including SB 379 (climate hazards), SB 99 and AB 747 (evacuation analyses). "The health and safety element serves as the city's safety element of the general plan. It is a mandatory component of the general plan," Krispy said.
The presentation said the draft makes the city consistent with CalFire’s updated wildfire hazard mapping, incorporates the Santa Clara County multi-jurisdictional hazard mitigation plan, and adds policies on wildfire risk reduction, infrastructure resilience and evacuation-route analyses. Krispy described three evacuation scenarios examined in the study — including two that model a wildfire after an earthquake — and said the analyses informed policy text about ingress/egress and coordination with neighboring agencies.
