Vallejo council convenes special meeting, moves into closed session on litigation, property and labor negotiations

The Vallejo City Council convened a special meeting and adjourned into closed session at 5:01 p.m. to consider anticipated litigation, two real-property negotiations and labor bargaining, the city attorney said.
"The city council will meet in closed session this evening with regard to the following items," the city attorney said, then listed anticipated litigation under Government Code section 54956.9(d)(2); two real-property negotiations under Government Code section 54956.8; and labor negotiations under Government Code section 54957.6.
The roll call recorded Mayor Sorens, Vice Mayor Matulik, Councilmember Gordon, Councilmember Palmares and Councilmember Bergancer as present; Councilmembers Letizue and Matias were noted as absent. The mayor opened a brief public-comment period specifically for the closed-session items; none were offered.
The city attorney named Gillian Hain, assistant city manager (acting city manager), as the agency negotiator for the two real-property items. The first involves property listed on the agenda as 50 Solano, with negotiating parties identified as the City of Vallejo and Mark Tomko on behalf of the Vallejo Flood and Wastewater District; the attorney said the subject is price and terms of payment. The second negotiation concerns property listed as 1 Harbor Way, Vallejo (APN listed on the agenda); the negotiating parties were identified as the City of Vallejo and Bobby Winston of Bay Crossings.
The city attorney also announced that initiation of litigation under Government Code section 54956.9(d)(4) (one case) would not be heard that evening. For labor negotiations the council listed agency representatives including Stephanie Su Fuentes, human resources director, and bargaining units including the Vallejo Police Officers Association (VPOA) and the International Association of Fire Fighters, Local 1186, as well as confidential and administrative/managerial/professional associations and unrepresented employees.
With public comment closed and no speakers on those agenda items, the council adjourned into closed session to consider the listed matters. No formal votes or final outcomes were announced in the public meeting; the council proceeded to confidential closed-session deliberations.
