The commission adopted a resolution creating the Civic Innovation & Technology ad hoc committee for a one-year term and appointed Chair Monroe, Vice Chair Garcia and Commissioner Mitchell to the group; the motion carried unanimously.
Commissioners reviewed available EDC budget funds (discussed line-item totals of roughly $27,000 after rollovers), noted a previous allocation of $7,967 to the poll/banner program, and discussed how to divide remaining planning and promotional funds across these priorities. Staff clarified procurement thresholds (informal quotes for purchases under $10,000; formal competitive processes at higher thresholds) and explained council approval would be required to encumber funds for contracts.
Vice Chair Garcia moved to assign scoping for multiple line items to the Sonoma Boulevard (business retention) and Civic Innovation & Technology subcommittees, and asked the Civic Innovation & Technology subcommittee to produce the design file for Poll Banner Phase 1 and submit it to the city secretary so staff can take the item to the April 21 council meeting. The commission voted to accept the assignments and the design task.
Commissioners discussed vendor quotes, durability and double-sided banners, installation logistics (public-works involvement vs. contractor installation), and a timeline that would allow installation in mid-summer if council approves the project in April. Public comment supported a pilot and urged development of a maintenance/timing plan for rotating banner themes.
