Council approves SB1 project list and downtown parking plan to preserve eligibility for regional funds

The Vallejo City Council unanimously approved two consent items that staff said are key to maintaining eligibility for state and regional transportation funds.
Council adopted a resolution establishing the list of projects to submit for Senate Bill 1 road maintenance and rehabilitation account (RMRA) funding for fiscal year 2026–27. Council members asked how staff administrative set‑asides (for example a $300,000 staff time allocation cited by Councilmember Alexander Matias) would appear in the city’s budget; Public Works Director Alcantar said road projects are budgeted under the Capital Improvement Program (CIP), not the general fund.
The council also approved an evaluation and action plan for the downtown waterfront parking management program required to remain eligible for Metropolitan Transportation Commission (MTC) regional funding and to support a transit‑oriented community designation. Staff clarified that the plan addresses parking management strategies and eligibility for future MTC funding and is not a repaving program for downtown parking lots; funding for pavement work would need other actions such as Measure P referrals or separate capital projects.
Both items were adopted on the consent calendar with unanimous roll‑call votes. Staff said the SB1 project list will allow the city to seek RMRA funding for pothole repairs, striping and crack sealing, while the downtown plan maintains the city’s access to regional grant programs tied to parking management and TOC eligibility.
