Vallejo council approves letter supporting state electricity transparency bill

Sydney Wilson of the city manager’s office told the council the bill would require utilities to disclose the data and methodologies used to derive fees such as the power charge indifference adjustment (PCIA). Paul Gonzales, the city’s state-level lobbyist, said the bill passed the Assembly Utilities and Energy Committee on March 16 on a 15–0 vote and has generated broad local support.
Councilmembers stressed the bill’s potential benefit to consumers. One member said the lack of transparency can cause residents and local agencies to carry hidden costs that ultimately increase household bills.
There were no public speakers on the item. The council moved the letter as part of the consent calendar and recorded a roll-call vote; the motion carried unanimously with the mayor absent.
The decision places Vallejo alongside other Bay Area cities advocating for clearer utility billing so residents and local governments better understand, challenge and plan for charges that can affect municipal budgets and household finances.
