The Vallejo Sister City Commission on Feb. 5 approved its 2026–27 work plan and a $15,710 budget that includes a $300 line item to cover registration for two commissioners to attend conferences, and named representatives to present the package at a March 3 special City Council meeting.
The vote followed a staff presentation of the draft work plan and budget and a line-by-line review of proposed activities, which include international hostings and trips (Bagamoyo, Tanzania; Ensenada, Mexico) and a slate of local cultural events. Staff told commissioners the finalized materials must be submitted by close of business Monday so the clerk can include them in the council packet.
During debate, Commissioner Ligda urged adding a modest stipend to reimburse host families for visiting youth, saying the payment would broaden the pool of hosting households. “I would still like to formally make a motion that we add $500 to this hosting budget for hosting students, foreign students from one of our sister cities,” Ligda said. Staff and other commissioners raised legal and liability concerns; one commissioner said, with the city attorney absent, the proposal could be viewed as a gift of public funds and expose the commission to scrutiny. The motion to add $500 received no second and therefore died.
Commissioners also discussed creating a small conference fund to allow attendance at local and regional events; registration was cited as $150 per person and commissioners agreed to add a $300 line item sufficient for two attendees. After collecting suggested edits, the commission voted to approve the work plan and budget as presented with the $300 addition and to appoint commissioners to represent the commission at the March 3 council meeting. The chair announced the motion passed by voice vote.
The commission set Monday at 9 a.m. as the deadline for finalizing materials to send to the city clerk. The chair asked as many commissioners as possible to attend the March 3 council hearing to present and support the commission’s work plan.
What’s next: The approved budget and work plan will be included in the March 3 city council packet; the commission’s appointed presenters are scheduled to appear that night.
