Vallejo EDC weighs MRG report and possible consolidation of advisory groups

Secretary Yvette explained that the MRG report — completed March 2024 and revised August 2025 — asked for feedback from each board. The report specifically flagged a possible consolidation that would add Marina Advisory Committee functions to the EDC. City Attorney Veronica Nebb told commissioners that any consolidation affecting code-defined commissions would require an ordinance amendment and that the Marina Advisory Committee operates under a council resolution, which makes the mechanics and timing different.
Commissioners split on the merits. Some argued consolidation would reduce staff workload and eliminate redundant bodies. "Removing layers streamlines processes and reduces staff time," Commissioner Harrell said. Others expressed concern that marina issues are technically and locally specific — including berth management and fees — and that combining those duties could dilute specialist input from marina residents and stakeholders.
The commission asked staff to gather background materials, including the 2002 resolution that established the Marina Advisory Committee, recent agendas and records of quorum/attendance, and to report back with data on commission performance and possible implementation pathways that would preserve stakeholder representation where needed.
No formal decision was made to consolidate; commissioners agreed to forward consolidated feedback to the city clerk and city manager for council consideration. City Attorney Nebb recommended that, if the council elects to proceed, questions about membership (whether to expand, contract or wait for vacancies) and the timing of ordinance amendments should be addressed in the council process.
The discussion also underscored broader process concerns raised earlier: commissioners asked for clearer performance metrics, improved liaison communication with council, and a citywide workshop to coordinate work plans among commissions.
