The steering committee reviewed a 61‑page consultant report from MRG that examined best practices and recommended opportunities to consolidate overlapping boards and commissions. Jason said city council asked advisory bodies to return their opinions by answering five discussion questions.
Committee members generally said the report did not explicitly recommend eliminating the city’s participatory budgeting program and that PB was not the focus of the consolidation pages. Samantha Smith said the report recommended consolidations in some cases and suggested community surveys or votes to seek public input where consolidations are considered.
"If the committees think they're overlapping and they can actually work together and be stronger together, why not?" Smith said, noting the report recommended reducing membership counts for consolidated panels.
Several members cautioned that consolidations can have unintended results. One longtime participant said that at the county level combined committees sometimes later split because each had distinct issues that merited separate attention. Another member warned that budget constraints had already reduced meeting frequency for some commissions in Vallejo, which could curtail citizen influence.
No formal decisions were made; the committee agreed to discuss the report's questions as requested by the council and to provide input at a later date.
