Vallejo staff reports retirement and hires in code enforcement; one vacancy remains

A city staff member briefed the board on staffing changes in Vallejo's code enforcement unit, saying Don Yu recently retired and several positions have been filled while one vacancy remains.
The staff member said Lorena Broussia is serving as interim code enforcement manager and that James O'Brien is the intermediate senior code enforcement officer. The staff member added that Sarah Knight, a new secretary with a private-sector administrative background, was hired in May of last year. "Hank Henry Morris" was brought on in July as a code enforcement officer and previously worked as a police assistant with the Vallejo Police Department, the staff member said. Jose Avila joined the team in September 2025 with experience at the Contra Costa Environmental Health Department. The staff member also reported that Ted Tabor resigned in November and that one person has accepted an offer and is currently in background screening, leaving one vacancy to fill.
The staffing report was given during the presentations portion of the meeting after the board completed its consent calendar. No formal action or vote was taken on staffing during the session; the update was informational. The board had earlier approved the meeting agenda and minutes by roll call; four members present voted to approve and two members were excused.
The meeting set its next regular session for Feb. 26, 2026, and adjourned at 6:18 p.m.
