The Vallejo Human Relations Commission reviewed a drafted six‑phase 2026 work plan intended to sharpen the commission’s focus and improve how it communicates with residents and council members.
Chair Davis presented the draft plan, which the commission framed as operational phases: (1) internal alignment and infrastructure, (2) community listening and needs assessment, (3) communication and visibility, (4) responsive policy and community education, (5) partnership and mediation strategy, and (6) reporting and evaluation. The chair said the plan is intended to help the commission organize subcommittees, identify cross‑sector partners and align its work with council priorities.
Commissioners generally supported having defined goals and suggested approaches such as workshops or retreats to develop the plan. Several commissioners said more guidance and training would help newer members understand policy and procedures; one commissioner described forwarding a video of another city’s retreat to help illustrate possible formats.
The commission also discussed feedback requested by the city council on a Municipal Resource Group (MRG) review of boards and commissions. The consultant’s report, which staff presented to council, included suggestions about consolidation of some bodies to reduce overlap. Some commissioners opposed consolidation, saying it could eliminate services; others supported workshops to refine goals and structure while staff noted recruitment challenges and uneven participation across boards.
Resident commenter Melvin Cowan flagged errors in the MRG appendix (page 25), noting it listed former council members and requested the consultant update the document. Cowan also recommended a simple, consistent process for the commission to draft, vote on and transmit recommendations to the council liaison so the council receives official commission positions.
No structural changes or consolidations were decided at the meeting. Commissioners asked staff to circulate the earlier work‑plan draft and the administrative protocols referenced earlier so they can continue development and consider formal recommendations to bring to council.
