SolTrans previews systemwide redesign: Vallejo hub, more frequent service and new stops planned for August 2026

SolTrans staff presented a progress update on the agency’s Comprehensive Operational Analysis and a system redesign slated for implementation in August 2026.
Presenter Mandy summarized service concepts the board approved in September: expand local service frequency, coordinate all routes at the Vallejo Transit Center to enable timed transfers at the top of the hour, increase express route frequency (including a 30‑minute red line option), and provide consistent hourly service on the blue express line. The plan also includes more bidirectional local routes so riders can make round trips without long detours.
Mandy said staff have drafted schedules and are refining route maps, and that general services is conducting a full stop inventory audit of roughly 465 stops; about 106 new or updated stops are being planned for Vallejo and Concord. The agency will adopt Metropolitan Transportation Commission (MTC) wayfinding standards early for this project and said it expects to pilot standardized blades and icons across its system.
Staff emphasized outreach: fact sheets, maps and travel training materials will be available as drafts; outreach will begin in March with tabling and stakeholder meetings. Mandy requested PAC members’ help identifying community events and groups to include in outreach.
On construction impacts, staff noted the Caltrans diverging diamond project near Six Flags and said the Six Flags stop on Route 5 is reinstalled and operational; the wider project is estimated to complete in April (weather permitting), after which staff will do safety and timing assessments before finalizing stop placements.
Why it matters: The redesign aims to improve connectivity within SolTrans’ service area and between Solano County and BART/other regional hubs, with implications for schedules, stop infrastructure and rider communications ahead of the August implementation.
Mandy said the agency will continue refining the draft schedules with consultant Jarrett Walker & Associates and produce outreach materials so riders can prepare for the change.
