School board unanimously approves Achievement and Integration Plan with ambitious graduation targets

The Burnsville Public School District board voted unanimously to adopt the Achievement and Integration Plan (ANI) for fiscal years 2027'029, a state-required three-year strategy to pursue racial and economic integration and reduce academic disparities.
Isis Buchanan, the district's director of educational equity, told the board the plan separates goals so progress against each is measurable. Among the stated targets is moving the district's BIPOC graduation rate from 73.6% toward 90% by 2029. The plan also outlines course-access goals, new and expanded AVID programming (a schoolwide foundational AVID in middle school and an AVID Flex model at the high school for credit recovery and strategies), culturally responsive professional development for teachers, and family-engagement measures tied to parent portal use and outreach.
Buchanan presented a budget summary showing about $1.8 million in direct student services, $88,000 for professional development and about $210,000 for indirect administrative supports. Board members asked whether the graduation targets were overly ambitious; Buchanan said the state reviewed goal structure and recommended separating objectives so partial progress could be tracked.
Board member Director Hume moved to approve the ANI plan; Director Anderson seconded. The motion carried unanimously.
Next steps set in the presentation included staff submission of the plan to the Minnesota Department of Education (MDE) on March 15, 2026, and a July 1, 2026 start date for implementation if MDE approves the plan.
