Board members began by certifying the record of proceedings for March after a brief amendment to the minutes clarifying that the City of Mansfield must consent to any annexation rather than 2cpass ordinances.27 Several routine items followed and were approved: weekly transfer requests, a utility permit for Charter to work on Horning Beam Roads, a procurement card request for the building department so staff would not need to borrow the county card, and authorization to advertise for asphalt materials for upcoming road work.
County staff presented a first amendment to an Emergency Management Performance Grant (EMPG) for the Emergency Management Agency that confirmed the actual grant amount and extended the grant period (the document lists an extension to March 31, 2025). A commissioner asked about date inconsistencies in the paperwork; staff said the item had been skipped last year but that the amendment was correct as written. The board approved the amendment.
The board also approved a first amendment to a memorandum of understanding with the sheriff's office and the attorney general that extends the county's medication-assisted treatment (MAT) program for several months to account for a later-than-expected start. When asked by a meeting participant identified as Carl what the MOU covered, he asked, "Just in curious what's the sheriff's uh what's that memorandum of understanding about?" County representatives said the extension was to allow the MAP/MAT program to run for the revised period.
Officials reported a contractor quote for the Mansfield courthouse steps from Glenn Hall Concrete in the amount of $14,300; the board moved and approved the purchase as presented.
The chair announced that the planned executive session would be cancelled, closing the regular agenda. During a brief follow-up, a participant asked why the Richland Source had not paid hosting fees for its website; the board said a recent grant had gone to the News Journal and suggested outstanding bills were affecting site funding. The meeting adjourned at 9:35 a.m.
