Vallejo planning panel approves tentative map for Fairview at Northgate commercial site

The Vallejo Planning Commission voted to adopt a resolution approving a tentative map to subdivide a 3.29-acre parcel at the southeast corner of Turner Parkway and Admiral Callahan Lane into three commercial lots for the Fairview at Northgate development.
Senior Planner Robert Busick presented the proposal, identified in the record as TM24-0003, and told commissioners staff recommends finding the project exempt under CEQA Guidelines section 15315. "This is project number TM24-0003," Busick said, describing the site as vacant and part of the Fairview at Northgate master plan. He said staff’s analysis found the map consistent with the Vallejo General Plan, the city’s zoning and subdivision ordinances, and the Subdivision Map Act (California Government Code §66426). Busick described Parcel A (5,884 square feet) as the future drive-through pad, Parcel B (36,114 square feet) as a multi-tenant building, and Parcel C (56,077 square feet) as the remaining multi-tenant shop building footprint.
A representative for the Valeo Fairview developers answered commissioners’ questions about long-term maintenance and leasing arrangements. The representative said the developer has recorded an REA and CC&Rs covering the retail portion of the site and that many commercial leases are triple-net, which passes taxes, maintenance and insurance responsibilities to tenants. "We have already recorded an REA and CC&Rs for the retail portion of the site," the representative said, adding that some tenants (the applicant cited Raising Cane’s as an example) would take ground leases for drive-through pads and that Wells Fargo had submitted permits for a walk-up ATM in another space.
No members of the public signed up to speak during the public hearing. After commissioners deliberated, one commissioner moved to adopt the resolution approving the tentative map; the motion was seconded and the chair announced the motion carried.
The final map and required conditions of approval will be processed through subsequent ministerial steps if the tentative map is recorded and the applicant applies for a final map.
