Vallejo unveils 'Vision' gun‑violence intervention with community partners; council presses for sustainability and measurable outcomes

Vallejo Police and community partners outlined a new gun‑violence reduction strategy called "Vision" that aims to identify individuals at high risk of involvement in gun violence, offer intensive wraparound supports, and shift to accountability for those who decline services.
Captain Jerome Bautista described the Vision framework as a multi‑part model of intelligence analysis, custom notifications, support services and accountability that partners criminal‑justice agencies with community‑based organizations. "Vision candidates will be considered through a variety of data points including criminal history, recency, police reports, community input and active gang affiliation," Bautista said, describing the candidate‑selection criteria and the expectation that a support team will deliver consistent face‑to‑face messaging at neutral community locations.
Center for Urban Excellence (CUE) founder Rayna Robinson described her organization's work with justice‑impacted youth and families and said CUE will provide wraparound case management, workforce pathways and trauma‑informed care. Dionne Carter, CUE’s chief of public health and safety, outlined a hospital‑based intervention that will begin at Kaiser Permanente in Vallejo as a Phase 1 launch, with bedside intervention specialists who connect injured patients to case management and services. "We aim to reduce repeat violent injury, retaliation and community trauma by engaging patients at the bedside at a teachable moment," Carter said.
A Vallejo Sun reporter asked how the program will be funded beyond the initial grant and why the program focuses on younger ages when many victims are older. Bautista said the program is funded in part by a state CalVIP grant (reported in the meeting as $2,000,000) and by general‑fund money over a multiyear period; staff also noted the full council approved a $1.5 million crime‑mitigation plan last summer, with $300,000 allocated to support Vision. Bautista said some allocations and exact line‑item breakdowns were not available at the meeting.
Council members repeatedly pressed for concrete performance metrics and transparency. One council member noted earlier programs had received substantial funding and subsequently produced little publicly available reporting. "We need metrics and dashboards — how are we measuring success and who are we serving so we can know if the investment is working," a council member said. City staff said the city manager's office will help coordinate reporting and that the department intends to provide high‑level statistics that protect victim confidentiality.
Council also discussed an RFP the city plans to release for a root‑cause analysis of gun‑related and youth violence; CUE said it is not conducting a formal root‑cause analysis and suggested the RFP would strengthen the program if it engaged researchers from the community. The council asked the department and partners to return next month with implementation steps, an RFP draft for review and suggested metrics to track outcomes.
The meeting closed with the committee assigning next steps on Vision, domestic‑violence follow‑up and a traffic‑safety update for the next Safety Committee meeting.
