"This would be intended to just be a very small pilot," Garcia said, describing string lights, mounting hardware, weather covers and spare bulbs as line items and examples in other cities such as Benicia. She said the proposal is meant to test two types of lighting for later expansion.
Commissioners asked about maintenance and utility costs. Commissioner Harrell cited staff estimates that energy costs per business would likely range from about $21.66 to $39.16 per month, and asked whether the program would reimburse host businesses or ask them to volunteer to pay. Garcia said models vary by city and the commission could recommend reimbursement or business contribution depending on installation type and scope.
The commission hashed out how to allocate several budget line items in the EDC packet. Members agreed by consensus to combine the $3,500 business‑roundtable and $2,000 community‑engagement line items into a single "community engagement and sentiment analysis" category totaling $5,500, and to combine the professional photography line with design and communications into a single $7,000 category. Chair Monroe asked staff to present concrete project proposals that fit those categories so the commission can encumber funds before the June 30 deadline.
Vice Chair Garcia moved that the commission "adopt our downtown string light pilot and the aforementioned budget on materials, pending review by staff," and a colleague seconded the motion; the commission directed staff to prepare the budget and bring the item back to the May meeting so Council‑required encumbrance deadlines can be met. City attorney and staff clarified that tonight’s action was direction to staff rather than a binding appropriation; final approval will come in a future agenda item.
The commission also discussed logistics for installation, contingency funds and a potential walk‑through with public works, and asked staff to test vendor quotes and return cost‑and‑installation options. The item will return to the commission for a formal budget vote so allocated funds can be encumbered by the city schedule.
The proposal originated from the civic innovation and technology subcommittee and is explicitly framed as a pilot rather than a permanent program; staff will propose a vendor scope, installation plan and operating cost model when the commission next considers the item.
