Council accepts grants for victim services and violence intervention, and joins a regional bayshore resiliency subaward

Council adopted a resolution to amend the Justice Assistance Grant fund to recognize approximately $499,009.92 in OVC (Office for Victims of Crime) funds to support victim services and appropriate corresponding expenditures. Council members pressed staff for clear outcome measures, and staff said grantees must provide DOJ‑required metrics and quarterly reporting.

Council also approved a step‑one notice of intent to accept a CalVIP (Board of State and Community Corrections) cohort 5 grant (about $1.996 million) intended to support hospital‑based and community violence‑intervention work. Members asked for reporting requirements and sustainability plans since the programs are grant funded; staff said reporting can be attached as a condition at the budget adoption step.

Separately, council approved a subaward agreement with the Fairfield‑Suisun Sewer District to accept $142,659.20 from the California Ocean Protection Council for the Solano Bayshore Resiliency Project, a multi‑jurisdictional planning effort. Councilmembers asked why Fairfield Suisun Sewer District is the lead applicant; staff explained the project is regional in scope and the sewer district organized the regional roundtable.
