The Police Oversight and Accountability Commission voted unanimously to direct city staff to conduct a public RFQ/RFP to identify independent outside legal counsel and to return with an item to form an ad hoc committee to review proposals.
Commissioner Yoon moved the direction and Chair Lewis seconded. Staff said the solicitation will follow criteria in the POAC ordinance and that resumes and applicant materials can be presented in open session so the public can review them. Commissioners pressed for an RFQ/RFP rather than limited outreach after staff said only two candidate firms had responded so far.
The motion instructs staff to publicly solicit proposals for outside legal counsel and to bring back a future agenda item so the commission can appoint members to an ad hoc committee to evaluate submissions. When called, the motion carried without recorded opposition.
Commissioners said the publicized RFQ/RFP and an ad hoc screening panel will increase transparency and likely generate more qualified applicants than current ad‑hoc outreach. Staff estimated typical counsel compensation in the range of $400–$500 an hour for the role but said final terms will be set in the solicitation.
