Engineer reports pier grant and I-Bank funding; borough award for Crest Arts Pavilion

Municipal engineer Mark Delasio presented the borough’s annual year-end summary at the Dec. 3 meeting, outlining permitting, inspections, capital-project work and grant activity.

Delasio said the engineering office completed 12 planning and zoning reviews, inspected 78 street openings and processed eight sanitary-sewer reviews plus two sanitary emergencies in 2025. He said the office provided project management, design, right-of-way and utility engineering for 11 capital projects and managed nine active construction projects with a total construction value described in the meeting as approximately $1 million.

Delasio reported the borough secured a $2.5 million Cape May County Open Space grant for the Crest Fishing Pier and said the borough again secured $3 million in New Jersey I-Bank funding for roadway and sanitary-sewer improvements. He said the engineering team also pursued eight grant and loan initiatives during the year and noted the borough’s Crest Arts Pavilion won a New Jersey Society of Municipal Engineers project award.

Delasio summarized ongoing bulkhead replacements and bayside flood-mitigation work along the borough’s bayside from Cresy Avenue to Rambler Road and said certain projects are in final design and value-engineering stages. He said the fishing-pier project still requires final design and cost confirmation before construction procurement.

Next steps: staff will continue value engineering and finalize designs and costs for the pier and roadway projects and will return to the commission with final numbers and procurement steps when available.
