Seymour tables senior tax-incentive and schedules firefighters to present bylaw changes

The town meeting discussed a proposed senior citizens tax-incentive ordinance and voted to table the item until December while staff consult state representatives and the town's legal counsel. A speaker cited the town’s law firm, "Burkman Moses," and noted a need to align any local changes with state guidelines and existing Homestead Act provisions. "According to uh our law firm Burkman Moses, we cannot make any new regulations in place that are not in guidance with the state guidelines," a speaker said.
Trish moved to table the senior tax-incentive ordinance until December; Phil seconded and the motion carried 3-0 with the Chair voting in favor. The council recorded the motion and vote but did not adopt any change to policy at this meeting.
Separately, the council reviewed a set of proposed changes to the Seymour Fire Department's bylaws and ordinance language that would affect enrollment qualifications, the maximum number of volunteer members, appointment and term lengths for the fire chief and assistant chiefs, and rules on use of department equipment and vehicles. The proposed language includes a maximum department size of 200 volunteers, a minimum age of 18 for membership, three-year appointments for chief-level positions with optional one-year extensions, and a restriction that the fire chief and deputy and assistant chiefs be residents of Seymour. The draft also clarifies that town-owned fire vehicles cannot leave town without permission from the chief or assistant chief and places limits on personal use of town-issued vehicles by chiefs so long as they remain available to respond to emergencies.
Neither the firefighters nor the commissioners who drafted the changes were present to present in detail at this meeting; councilors said the fire chief and the chair of the fire commissioners indicated they would present the revisions at an upcoming meeting on the 17th or 18th. Councilors voted to schedule that presentation for Wednesday the 18th (motion by Phil; second by Trish; vote 3-0).
The council also added approval of minutes to the agenda, approved the minutes from Feb. 17 (motion by Trish; second by Phil) and approved additional minutes for the session immediately following a public hearing; those motions carried 3-0. The meeting adjourned at approximately 6:39 p.m.
