Council to study rule that bars many relatives of councilmembers from city employment

Councilmember Kizzy Cokie asked the council to reconsider a longstanding ordinance that bars a broad set of relatives of elected officials—including children, in‑laws, siblings, grandparents, aunts/uncles and nieces/nephews—from city employment. Staff explained the current city code (Sec. 205.005) and said the city manager has administrative authority for appointments; the city manager and staff noted the policy was relaxed some years ago for children of city employees during post‑COVID recruiting constraints—but the ordinance covering elected officials remains in place.
The city manager outlined the rationale used in many cities: prohibiting employment of relatives reduces the potential for disciplinary conflicts and perceived or actual retaliation against managers who oversee those employees. Councilmembers expressed sympathy for removing barriers for residents who want to work for the city but also recognized the need to analyze conflicts, supervisory lines and fairness across employee categories.
Council did not change policy at the meeting but asked staff to add the topic to the 2027 study‑session work plan for a fuller review with recommended options.
