"The Housing Planning Grant Program ... is administered by the Colorado Department of Local Affairs to support governments in advancing affordable housing planning work," Arisia said, describing eligible activities such as housing needs assessments, action plans and land‑use code updates.
Why the county moved forward: Commissioners noted the county already has a housing needs assessment and that a housing action plan would identify specific implementable strategies (parcels, constraints, and on‑the‑ground actions).
