Vallejo oversight commission forms ad hoc teams to vet candidates for independent counsel and auditor amid calls for broader outreach

The Vallejo Police Oversight and Accountability Commission on April 9 appointed ad hoc subcommittees to review qualified respondents for two critical support roles: an assigned independent attorney to advise POAC and an independent police auditor to review investigations and recommend systemic changes.
For the assigned-attorney RFQ the commission named Commissioners Yoon, Roy and Hybels to an ad hoc review panel. The city attorney27s office explained the process: the RFQ solicits qualifications required by the POAC ordinance, the ad hoc would review resumes and recommend candidates to the city attorney, and the city attorney signs the contract. Several public commenters and at least one commissioner urged a broader outreach beyond municipal law firms, suggested civil-rights attorneys and auditor vendors be considered, and requested the city attorney recuse from parts of the search because of perceived conflicts.
Commissioner Yoon proposed that the subcommittee adopt a scoring sheet; staff and the city attorney said the RFQ process is primarily qualifications-based but that commissioners could build their own scoring rubric and interview candidates. Members of the public recommended targeted outreach to other cities with similar oversight structures and to professional networks and suggested that top candidates present in person to the commission.
On the independent police auditor RFP, commissioners directed staff to issue the RFP promptly and return at the special meeting with an agenda item to create an ad hoc subcommittee to review proposals and conduct interviews. That motion passed unanimously.
What27s next: staff will continue outreach and publish the RFQ/RFP on the city procurement platform; ad hoc committees will receive submitted qualifications and present recommended shortlists for full-commission review.
