Council introduces rezoning ordinance for 100060 Kenai Highway; refers matter to Planning & Zoning

On March 18 the Kenai City Council introduced Ordinance 3510-2026, which would amend the official zoning map to rezone a developable portion of an ~81-acre parcel at 100060 Kenai Highway from conservation to suburban residential and refer the remainder to remain conservation under a split-zone, meets-and-bounds approach.
City Manager Eubank said the FAA granted release of the parcel to the city last September and that the administration does not yet have a complete development application. “We don’t have a complete application at this point, but they showed interest,” Eubank said. He estimated roughly 15 acres of the parcel could be developable and said the developable corner has city water and sewer — factors the administration cited in recommending suburban residential zoning for higher density to help address housing availability and affordability concerns.
Council voted to refer the ordinance to the Planning & Zoning Commission for a March 25 meeting and scheduled a public hearing for April 1. Staff told council they will prepare an alternate ordinance with a meets-and-bounds split-zone description for the commission’s consideration.
