Cook County tax delay impairs District 214 cash-flow as board authorizes tentative budget preparation

Chief financial staff told the board Jan. 22 that Cook County’s new distribution schedule for fall tax payments produced payments lacking identifying information, creating extra work to determine which funds belong to which districts and complicating internal allocations. The administration estimated it had received 60–65% of expected distributions prior to the latest batch and said the delay and lack of identifiers reduced interest income and created cash-flow uncertainty.
Finance staff said Cook County’s new system will be the source of the distributions that are scheduled between the meeting date and Feb. 7; administrators said they were working with the county treasurer to reconcile receipts and expected to have full accounting by mid-February. Trustees noted the timing hit interest income projections and could affect short-term cash planning; staff said they would be conservative on interest-income assumptions for the 2026–27 budget.
As part of routine budget work, the board read and adopted a resolution directing administration to prepare a tentative budget for fiscal year 2026–27 (July 1, 2026–June 30, 2027) and to make the tentative budget available for public inspection per Section 171 of the Illinois School Code. The consent motion to publish the tentative budget passed on roll call.
