SAN MATEO‑FOSTER CITY, Calif. — At the June 26 board meeting the district presented an extensive construction and facilities update covering Measure X and Measure T projects, solar installations and plans for a new facilities master plan and a consultant‑led housing feasibility study.
The presenter (identified later in Q&A as Miss Rufo) told trustees Measure X funds are nearly fully spent and Measure T is “a little over halfway spent.” She said all district solar arrays are producing energy and staff are reviewing electricity billing and reporting. Current construction highlights include the Fiesta Gardens North groundbreaking, a new gym scheduled for completion in early 2026 and several completed multi‑purpose rooms at Meadow Heights and other sites. A third issuance of Measure T bonds was scheduled for the summer, and the presenter said an anticipated final bond sale of about $59 million could occur in 2027.
On potential state assistance, staff said the district appears eligible for roughly $55 million in state bonding match money tied to a program with a staggered 25‑year eligibility cycle and matching rules (consultant estimates). The presenter cautioned the funds are not guaranteed: the district must bundle project documentation, submit to the state for approval and wait in line for disbursement. If awarded, staff said those funds would be leveraged as part of the upcoming facilities master plan, which will be drafted in August and presented to the board later in 2025; staff said priorities under consideration include technology upgrades and fire alarm replacements among other needs.
The district also has launched a housing feasibility and yield study and plans a July community poll to gauge interest in any future bond that might include workforce housing for employees. Staff said the master plan draft will be followed by community site meetings and a prioritized project list for board consideration by late 2025.
