Gateway Community Charters and leaders from Sacramento Academic & Vocational Academy (SAVA) presented the authorizing district with an initial public hearing on SAVA El Grove’s five-year renewal petition under Education Code 47605.
Assistant Superintendent Mory Elliot and SAVA Director Summer Ash described SAVA as a Dashboard Alternative Status (DAS/DOS) school serving about 350 students in a hybrid model focused on re-engaging students at risk of dropping out. Presenters highlighted career-technical education (CTE) pathways — including patient care, fashion design, public safety and fire science — dual-enrollment partnerships with Los Rios Community College, and partnerships that provide internships and industry connections.
Summer Ash cited a 93.1% one-year graduation rate in 2023–24, described subgroup gains on local assessments and reported that SAVA maintains healthy fiscal reserves and met the district’s criteria for a multi-year sustainable outlook. She said SAVA’s program uses intensive onboarding, individualized weekly schedules and a multi-tiered system of academic and social-emotional support designed to keep retention above district targets.
Four public speakers — current students and parents — urged the board to approve the renewal at a future meeting. Student speakers described the school’s flexible pacing, dual enrollment opportunities and CTE experiences that helped them get back on track academically. Parent speakers said the smaller-scale program provided individualized attention that produced visible gains.
Board members asked no substantive follow-up questions at the hearing. Board staff said a drafted staff report will be posted Nov. 3 and the board will vote on the renewal petition on Nov. 18, 2025.
